Course Outline:
Day 1: What is a General Rate Case? What is a Phase 1 Revenue Requirements Rate Case Filing?
Day 2: What Documents Should be Reviewed? What is a Test Year? What are Adjustments to the Test Year?
Day 3: How to Read and Analyze Cost Allocations. What are the Three Major Financial Exhibits and How to Analyze Each One of These Statements? (Income Statement, Rate Base, Capital Structure)
Instructor: Bill Steele, Bill Steele & Associates. Bill has over 40 years of experience in public utility regulation, with specific expertise in revenue requirements, cost allocation, class cost-of-service studies, rate design, alternative forms of regulation, and mergers and acquisitions. Mr. Steele spent over 30 years at the Colorado Public Utilities Commission (CPUC), where he was an advisor to the Commissioners, an expert witness, and the supervisor of financial analysts.

Cancellation and Other Policies:
Cancellations:A 20% processing fee applies to all cancellations. If you are unable to attend or secure a substitute from the same organization for a live online course, a cancellation request must be submitted no later than 7 business days prior to the first day of the course. To request a cancellation, please send an email to npdsupport@naruc.org. Approved cancellations will receive a refund minus the 20% processing fee.
Substitutions:
A $50 processing fee applies to all substitutions. If you cannot attend a live online course that you have registered for, you may substitute an individual from the same organization. The substitution request must be made no later than 7 business days prior to the first day of the course. The substitute must have a My NARUC profile in the system.
