How to be an Effective Witness - 2026

This course covers the essentials of being a witness in an administrative proceeding, including preparing written and oral testimony, taking the witness stand, and responding to both direct and cross-examination. The course reviews the institutional context of administrative agencies and the way in which they address their key goal — the promotion of the public interest — through witness testimony. The course provides guidelines for writing sound and persuasive testimony and insights to the way in which commissioners, judges, and other "finders of fact" review and evaluate testimony.

You must have a My NARUC Profile to register. For new profiles, we recommend waiting until the next day to register for an event to ensure you receive the correct registration rate. If you do not see the appropriate registration rate when registering, please contact npdsupport@naruc.org and do not complete your registration until you receive a response. Please note that registrations completed before the overnight system update may be charged a higher rate and NARUC is unable to issue refunds in these cases.

Cancellation and Other Policies:

Cancellations:
A 20% processing fee applies to all cancellations. If you are unable to attend or secure a substitute from the same organization for a live online course, a cancellation request must be submitted no later than 7 business days prior to the first day of the course. To request a cancellation, please send an email to npdsupport@naruc.org. Approved cancellations will receive a refund minus the 20% processing fee.

Substitutions:
A $50 processing fee applies to all substitutions. If you cannot attend a live online course that you have registered for, you may substitute an individual from the same organization. The substitution request must be made no later than 7 business days prior to the first day of the course. The substitute must have a My NARUC profile in the system. NARUC reserves the right to cancel or postpone courses in the unlikely event of insufficient enrollment or other unforeseen circumstances.
