Effective utility regulators can distinguish rate base from base rate, capacity factor from capacity accreditation, return on rate base from return on equity. But technical mastery is not enough. Effective utility regulators have attributes and actions—like purposefulness, decisiveness, independence, discipline, creativity, and ethics. During this 4-week course, Scott Hempling will lead a distinguished group of regulatory practitioners in a series of four, 90-minute conversations.
November 20: Effective regulators: Attributes, posture and mission with Hon. Conrad Reddick, Illinois Commerce Commission
November 27: Regulatory courage: Channeling political pressure to public-interest outcomes, with David Lapp, Maryland People's Counsel
December 4: Finding the “best possible mix of inevitably imperfect competition and inevitably imperfect regulation,” with former Montana Commissioner Travis Kavulla, NRG
December 18: Jurisdictional reality means jurisdictional cooperation: Ending the federal-vs.-state wars, with Montina Cole, Principal, Jai Green Consulting, LLC
