Designing State-Level Regulations for Energy Storage - 2026

Tuesday, February 24 (2pm) - Thursday, February 26, 2026 (4pm US/Eastern)

The registration period for this meeting has ended.

NARUC Professional Development Track: Electricity

Overview
Energy storage policy is evolving rapidly at both the federal and state level through legislation, regulatory rules, and executive directives. Sharing and analyzing common practices across different states and scenarios can help inform what can be a complex and time-consuming process for state regulators. The knowledge shared in this course derives from Sandia National Laboratories, supported by the Department of Energy-Office of Electricity (DOE-OE) energy storage program, and collaborations with EPDI, built upon long-standing partnerships with state officials, utilities, universities, technology developers, and other national laboratories.

Learning Objectives
At the end of this course, participants will understand:
· Basics of energy storage technologies, including long-duration energy storage (LDES) and how these technologies integrate and serve the electric grid
· Policymaking as it pertains to energy storage (state v. federal)
· Correlation between energy storage policy frameworks and energy storage deployment
· Illustrative state-level energy storage policy trends and mechanisms
· Regulatory issues specific to LDES
· Relevant federal regulations
· How to prepare a regulatory mapping framework specific to energy storage
· How energy storage develops in the absence of regulatory policy
· Ongoing regulatory challenges that energy storage technologies face
