This course provides an introduction to regulation for new commissioners, examining key concepts in the electricity, gas, water, and telecommunications sectors. It also provides key tips for regulators on commission management, state vs. federal jurisdictions and responsibilities, and NARUC resources (e.g., meetings, committee membership, the Center for Partnerships & Innovation, Professional Development).

The course is offered in Washington, D.C., at the NARUC offices using a roundtable format with a strong emphasis on peer-to-peer exchange of experience and information. NARUC understand the importance of a training opportunity where newer commissioners can ask questions of their peers in a small group format. This format will create strong relationships among the participants and their peer instructors, as well as among the participants themselves.

In addition to formal presentations by the instructors, the program includes ample time for Q&A within each topic and a general discussion at the end of each session. Participants are invited to come prepared to discuss particular issues that they have recently dealt with, to share their experiences with their new colleagues, and to solicit input about alternative ideas and solutions with longer-serving commissioners.
