Registration will open in August for the Fall Rate School

Fall 2023 Registration Fees: 

Commissioners, Staff, Consumer Advocates, Academia - Regular $1,095.00    
Industry, All Others - Regular $1,245.00
Commissioners, Staff, Consumer Advocates, Academia - Late $1,295.00
Industry, All Others - Late $1,445.00

Spring 23 Format: In-person only.  Students must participate in the in-person classes and team working sessions. Agenda is based on Western Time Zone. 

Cancellation Policy:

Written requests received by 5:00 pm on April 28, 2023 will be honored less 50% processing fee. No refunds after April 28, 2023 without documentation of a medical emergency (a $95 cancellation processing fee will apply)  Cancellations by telephone are not accepted. If you register in advance and do not attend or cancel prior to the deadline, you are still responsible for the full registration fee. To cancel a registration contact Bunnary Tan (

NARUC reserves the right to cancel courses due to the unlikely event of insufficient enrollment or other unforeseen circumstances. If a meeting is at capacity, canceled, or postponed, the Association will fully refund course registration fees but cannot be held responsible for other costs or expenses, including cancellation/change charges assessed by airlines, travel agencies, or hotels.

Substitution Policy: 

Substitutions must be received in writing via email by April 28. A ‘NEW’ person must have a profile in the system, click this link to create a profile Once a profile has been created, please contact with the substitution request.  After April 28 substitutions may be processed with an additional $100 processing fee. Contact No substitutions after Wednesday May 10.

 Video and audio recordings from NARUC’s Spring Rate School are copyrighted. Links provided permit only paid registrants access to the 2023 Spring Rate School  copyrighted videos and audio recordings.  Further duplication, reproduction, distribution, or exhibition of these copyrighted materials without NARUC’s prior written authorization is expressly prohibited.  Violators may be subject to civil and/or criminal penalties.*
